Why is it so hard to follow the text of a law?
When a law is written, it's not just one chunk of code put into a new chapter in the book. A new law is a bunch of amendments to earlier acts, so it's sprinkled throughout the United States Code. You have to trace every section of a new act to find how it fits into the big picture.
